Shaping the Rules of Green Hydrogen Trade Between the EU and Ukraine

What if the future hydrogen corridor between Ukraine and the EU doesn’t start with pipelines… but with trust?
The report “Enabling Green Hydrogen Trade between the EU and Ukraine: Principles of Certification Approaches and Regulatory and Market Framework Conditions” dives into one of the most underestimated (and critical) elements of the hydrogen economy: certification, traceability, and credibility of “green” molecules.
Because before hydrogen flows across borders, one question must be answered: How do we prove it is truly green?
eport highlights:
- The EU–Ukraine hydrogen partnership is not a theoretical opportunity - it is a strategic pillar of Europe’s decarbonisation and energy security
- Ukraine has the potential to become a key supplier of renewable hydrogen, thanks to its vast RES base and geographic proximity
- But scaling trade depends on more than infrastructure. It requires a robust, internationally aligned certification system
- The study explores how to build a cross-border verification framework ensuring hydrogen meets EU sustainability criteria and can be traded with confidence
The report is part of the German-Ukrainian research cooperation (GerUCCHy) - a joint effort to design the backbone of future hydrogen trade between Ukraine and the EU.
We are especially proud to highlight that Dr. Oleksandr Riepkin, Vice President of the Ukrainian Hydrogen Council, and Anastasia Kudria, expert of the Ukrainian Hydrogen Council, contributed as co-authors of this report as part of the research group of the Institute of Renewable Energy of the National Academy of Sciences of Ukraine.
Why this matters now
Europe’s hydrogen ambitions are accelerating, but the market is still being built. And in this market, Ukraine is not just a supplier - it is a system partner. From certification frameworks to integrated value chains, this report shows that Ukraine is already working on the rules of the game, not just its participation.
