Hydrogen in Ukraine: Priorities, Challenges, and Opportunities

The Ukrainian Hydrogen Council participated in the Information event for German stakeholders on the development of the green hydrogen sector in Ukraine, organised by H2-diplo.

The discussion brought together policymakers, developers, and analysts to assess where Ukraine stands today — and where it can realistically move next.

Despite ongoing challenges, one message was clear: Ukraine remains a strategic partner in the future European hydrogen landscape, with strong fundamentals in infrastructure, renewable potential, and industrial know-how.

Key discussion points included:

  • the shift from export-only narratives towards balanced models combining domestic use and exports
  • the growing relevance of green ammonia and industrial applications
  • the critical importance of offtake, financing, and regulatory clarity
  • the need to focus on pilot projects and practical implementation rather than overdesigning frameworks

The event also highlighted the importance of continued Ukraine–EU cooperation, knowledge exchange, and coordinated efforts to build a resilient and future-oriented hydrogen sector.
